DECEMBER 2019 VISA BULLETIN: ANALYSIS AND PREDICTIONS


The Department of State has just issued the December 2019 Visa Bulletin. This is the third Visa Bulletin of Fiscal Year 2020. This blog post analyzes this month's Visa Bulletin.

All Other: Although All Other EB-1 has a slight retrogression, the EB-2 and EB-3 categories remained current and are expected to remain current for the foreseeable future.

China: EB-2 did progress by three months.  The EB-2 and EB-3 remain inverted, in spite of the fact that China EB-3 did not progress at all.  Over the course of FY2020 we expect EB-2 to catch up to EB-3 and the two categories to stay roughly   equal. 

India: As with China, the EB-2 and EB-3 dates remain inverted.  There was no material progress in either category.  We expect very little progress in either category in future months.

Philippines:  We remain surprised by the slow progress of EB-3.  The DOS indicated that demand for Adjust of Status cases is tamping down the promotion of dates.  Of course, Philippines EB-3 uses much less Adjust of Status visas than other categories, which makes this explanation suspect.  We still find the EB-3 priority date to be too conservative, but at this point we are no longer predicting as rosy progressions in early 2020.

    1. It is possible, but I do not think that is what will happen.

  3. Hi Musillo, my PD is April 3 2019 for EB3 Philippines. Will I be current on the next vb? Will there be possible slowing down or retrogression in the coming months due to high demand in EB visa?

    1. No. You will not be current in the next VB. The earliest would be Apr/May 2020, but even that may be too optimistic.

  4. Why does EB3 table B remain current for Philippines if the demand continue to increase then? When do you think the July 18 2018 will be current?

    1. I agree. The Table B "C" is perplexing. This is why I do think that that the EB3 number will progress faster in the upcoming months.

    1. My PD is June 21, 2018 and right now all i wish is better movement rather than retrogression. Table B with C status still gives me hope.

    1. I think better than one month, but the DOS' internal numbers are apparently less favorable than our internal projections.

  10. Hi my PD is May 2019, When do you think will I become current? Im done with visa screen and already completed DS-260 and awaiting for DQ in the coming weeks hopefully. Im planning to accept the job offer I have in UK and wait there till my PD becomes current, Do you think this is a good decision? thank you

    1. If you are not signing an employment contract, then I think the UK plan is a good one.

  14. Hi musillo. Im one of your clients in one agency staffing florida based that you handle. As of now I dont have a facility or hospital yet. My pd is june 7 2018. Are there any possibilities that on the next following months if i am unable to secure a facility/hospital assignment I would be able to miss the chance to proceed with interview in us embassy? Thank you.

    1. No - securing a facility assignment is not a requirement. The facility is not the employer. The staffing company is the employer. Good luck!

    1. It means that those categories that are Current may no longer be Current.
