NOVEMBER 2017 VISA BULLETIN: ANALYSIS AND PREDICTIONS

The Department of State has just issued the November 2017 Visa Bulletin.  This is the second Visa Bulletin of Fiscal Year 2018.  This blog post analyzes this month's Visa Bulletin.

MU Law Analysis

All Other:  The EB-2 has been current for many years.  The EB-3 is also current and is expected to remain current for the foreseeable future.

China (mainland-born):  China EB-1 reverted to Current.  Our sense is that it will stay Current for much of the fiscal year.  Both China EB-2 and EB-3 progressed one month.  The China EB-3 remains more favorable than Chinese EB-2.  The odd situation of China EB-3 progressing faster than China EB-2 will remain to be the case for the foreseeable future.

India:  India EB-2 progressed about one month, which is what we except the monthly progressions will be in FY 2018.  Unfortunately, India EB-3 did not move.  A few weeks ago, the DOS said that EB-3's progression will be "limited."  MU suspects that EB-3 will not progress at any notable rate until at least the India EB-3 date moves past the Visa Gate date of August 2007.

Mexico: Mirrors All Other in analysis.

Philippines:  The Philippine EB-3 number essentially cleaned out all of the 2010 through 2015 EB-3 visas in FY2017.  The demand for Philippines EB-3 numbers increased dramatically in 2016-17.  This increased demand will be the cause for slower progressions in the FY2018, probably progressing 1-2 months per Visa Bulletin.

    Why do you think that the filing date for EB3 Phils hasn't changed from the previous VB? Last month and this month's giling date is August 1, 2016.

    1. I suspect that the DOS is still working through the high volume of cases from Summer 2017. It would not surprise me if the DOF date remains the same into 2018.

    2. What is your prediction on the DOF movement in the 2018 calendar year? Would it be the same with the final action date, approximately 1-2 months?

  5. Hello MU Law! My PD is January 2016 and I have been current on the 2nd chart since last month and I am already current on the first chart this month but I haven't received my Visa Bill yet. Other applicants whose PD is Feb and March 2016 already received their Visa Bills. I confirmed the e-mail addresses on my profile with NVC and they are both correct. What do you think might be the reason why I haven't received my Visa Bill yet? Thanks! and more power! :)

    2. I already called them and the rep told me to wait for the email. A lot of feb and march applicants already received their visa bills. :(

    3. You should get your attorney involved. There are other channels that they may be able to use.

    1. I don't expect them to often use the DOF dates. They will almost always use the the Final Action chart.

    1. Thanks MU law, i am just wondering, i am currently unemployed since my contract ended last january. Will my unemployment have any effects on the processing of my papers for it to be document qualified? Btw, im under eb3 philippines. Thanks!
